Country filter as a filter, not a site wide setting

Per the subject. The site has a toggle on the main page for US vs Canada.

The search is a bit bugged because of this where depending on what I search I will get US listings instead of Canadian listings even though I selected Canada on the site setting. Why not just put a county filter on the filters page to make it easier to see all listings, or filter based on user preference.

Personally, I want to see BOTH the US Listings and Canadian listings in one result set. As it is today I cannot do that.
